Nobue Matsubara appeared in a music video on Youko Nagayama's TV show "Youko no Enka Ichoukusen". She's also had at least one recent hit on the Enka charts in Japan. However, I've not seen her appearing in person in any of the Enka shows, and she wasn't on the annual New Year's NHK Red & White Songfest guest list.
Though most of her songs are very much true Enka, she isn't shown wearing a kimono on the album cover. That's not usual, since most Enka performers are shown in their album covers wearing kimonos, as if it is a marketing symbol. Perhaps she is emphasizing that her singing is more "modern". However, her singing isn't especially unique to my ear. She has a pleasant, resonant voice.
She sings 4 duets with various male singers on the album shown above. The songs vary a lot, with a couple of them sounding more like pop than enka. She sings a fairly simple technique, without heavy ornamentation.
